Our client, a renowned management consultancy, is looking for a Senior Expert Procurement (m/f/d) Senior Expert Procurement (m/f/d): "Procurement of MRO- and ILS -Services for military and security agencies".

Tasks: Support the project in the following activities:

• Subject Matter Expert in MRO optimization:
  
• Analysis of status quo for MRO and ILS activities, policies, processes and procedures across several organizations
  
• Input for best practices for system and product sustainment from personal experience and industry practice
  
• Derive recommendation for improvements of MRO and ILS measures, policies, processes and procedures
  

• Subject Matter Expert in Procurement:
  
• Analysis of as-is documents, processes and interviews with procurement representatives
  
• Input for best practices for procurement approaches (e.g., PBL/ OBC, Framework Agreements, Outsourcing) from personal experience and industry
  
• Target picture: To-be concept for MRO and ILS related procurement and integration to the current policies and procedures
  
• Implementation roadmap: Definition of prioritized implementation measures, training material and timeline
  

• Subject Matter Expert in Workshops:
  
• Stakeholder/ Beneficiaries Workshops: Drive discussions about international best-practices for defense & security equipment life cycle support with personal examples and practical experience
  
• Training Workshops: Support with practical examples and hands-on discussions during the training workshops with the customer

• Long term experience in maintenance, repair and overhaul (MRO) and integrated logistics support (ILS)
  
• Long term experience in military / security sector (preferably in MoD/ procurement agency/ MRO organizations for armed/ security forces)
  
• Long term experience in procurement related to defense & security system & product maintenance, sustainment and upgrade
  
• In-depth know-how in the following areas of expertise:
  
• MRO and ILS of major systems (e.g., aircraft, vehicles, vessels) and small systems (e.g., helmets, guns, protection clothing)
  
• Procurement optimization for MRO-related services, spare parts, outsourcing, etc. (e.g. approaches such as framework agreements and performance based logistics (PBL)/ output based contracts (OBC)
  


• Expertise in defense systems of the domains naval, land, air or public security (e.g., border patrol, police)
  
• Preferably know-how in the following areas of expertise:
  
• Experience in ILS activities such as technical consulting, technical documentation, logistic optimization, mid-life upgrades and software, configuration and obsolescence management
  
• Experience in MRO and ILS activities related to one or multiple fields of: unmanned aircraft, fixed-wing aircraft, land systems, marine systems, defense electronics
  
• Expertise in strengthening the local industry through building up of local private companies, JVs, IPP and offset obligations in foreign military sales (not limited to US-FMS cases)
  
• Expertise in the localization of foreign MRO and ILS procedures
  
• Expertise in the analysis of critical MRO and ILS aspects of system/ product sustainment and their localization for increased logistic resilience
  


• Preferably expertise in middle east and in particular in KSA
