Our client, an international management consultancy, is looking for a Subject Matter Expert (m/f/d) ad interim for a public-sector institution in Saudia Arabia to support the strategic positioning on the international stage. The focus is on city branding, global visibility, and the design of international cooperation structures. There will be selective deployments, 90% of which will take place remotely.
Note: This project is part of a tender. The actual assignment depends on whether our client wins the project. Due to the tendering process, the decision may take more time. Details of the term and availability serve as initial orientation and are finalized in a personal exchange with the client.
Main tasks:
- Advise on Saudi Arabia's international vision, positioning, and strategic priorities
- Contribute to the development of a global brand narrative and identity for the city
- Provide expertise in designing a Target Operating Model (TOM) for international cooperation, including roles, governance and workflows
- Share benchmarks and best practices from leading and rising global cities
- Recommend relevant urban networks, partnerships, and international events for Saudi Arabia's engagement
- Participate in workshops and review project deliverables for relevance and quality

Requirements
- Many years of experience in city branding, including positioning strategies and global visibility campaigns, preferably in the Middle East
- Expertise of international relations and diplomacy in a public or municipal context (e.g., city diplomacy, multilateral urban networks, MoUs)
- Experience in advising on institutional design and operational models for international engagement units
- Know-how in key urban challenges and global trends, such as sustainability, innovation, mobility and culture
- Knowledge of the Arabic language is an advantage
